  1. For every user who has up or downloaded a file, a file with the users name and
  2. an UL or DL extension will be created here. If you want to give download credits
  3. to a user who hasn't uploaded a file just create a file with the name
  4. "UserNameUL" here. The ULok files are also stored in this directory. These files
  5. tells the script that a user is allowed to do an upload.
